get one with a completely metal frame

Metal framed ones make a lot more noise compared to the plastic ones.

I had an old 12v plug that I soldered a couple of old case fans too, works a treat

Vibration has to do with imbalance of the propellers rotational axis.

Be it heavy on one side, or just simply not centered. Buy cheap get cheap sometimes.

Had 2 of them of the same make and model mad out of metal. One was silent and the other was noisy.

I've had some brandless one for less than $10 that rattled to hell until it toasted itself (surprise!), then I bought pic related for 20

it's still louder than my pc but not AS loud, doesn't rattle, and it's also bigger

I had one of those, it died in 3 months, the motor burnt through it's brushes.

They do make good USB fans, but they cost a lot more than what people would pay for them.

I have one of these, they vibrate a little bit but they're still great

The Noctua-guy said it's just a prototype and they will make it look better ... it looks fine to me. I would buy it in a heartbeat.
