virtually all computers, laptops included, have circuit protection on power inputs and outputs (so the charger input, 5V USB lines, HDMI voltage references, etc). You can short out a USB port and your laptop (assuming it's not a steaming pile of shit) will detect the short, and immediately cut off power to that port.

See, here's the thing - bought bluetooth earphones about 20 days ago and they didn't come with a charger. The manual states that you're supposed to charge them using your laptop ports.
I was doing that, and the gpu in my old laptop died today. When I bought it, I was using a laptop cooler which took power from the usb port, and I had to get the motherboard replaced twice because the gpu died. I am really beginning to wonder if usb charging is responsible for killing it.

let me shed some lights onto the issue at hand, and keep it simple enough for you to understand
1) the data cables aren't usually connected to your logic circuit (where the ram, cpu, gpu, etc resides) instead, the signals are transmitted via light, and not electricity. the light bulbs can blow out, but the internal circuit can't be damaged.
2) the power cables run on a separate circuit, the 5v peripheral circuit and the peripheral ground circuit. these circuits are usually fused: if you draw too much current (i.e.) the socket won't receive any more power, so the PSU shouldn't get damaged. however, it's possible that the entire peripheral rail goes offline.
the bonus is that the 5v rail goes directly from the PSU to usb port, meaning that it can't damage anything internally.
3) if you try to charge the computer through the USB port, it probably won't charge the battery because the circuitry is generally not available for that in the PSU. In many cases however, if you turn your laptop off, you can in many cases use your laptop as a usb power hub, where you plug a usb charger into one port and devices to be charged into the other port. all the devices will now be charged over the energized 5v rail. this doesn't damage the computer
4) if you raise the voltage of the 5v rail beyond 5v, the internals of your laptop probably won't be damaged because of the same reason why you can't charge it that way. However, you can still blow out all the other peripherals you have currently connected.
5) by trying to raise the ground voltage, you have to provide enough energy to blow out a safety diode (if you use a battery, the battery would probably blow up first). if you blow up that diode, you can probably destroy the laptop.
6) if you use one of those high voltage pc killer devices, you will probably blow something up in the PSU. unless it's ultra cheap, then anything goes.

Optocouplers are also used in other devices, such as midi instruments so failure of 1 device doenst destroy all the others.

A couple things can fail.
1. PSU getting strained and death (not a issue on 400-900w+desktops but laptops generally utilize 80-90% of a PSU workload which reduces life expectancy by a lot
2. USB controller chip dies which means you are SOL
3. solder power traces melt because it's chinkers or leadless causes resistance and it's melting point is below lead type solder which can be rectified with a diy USB splice of a 5V+ line
To power a external harddrive for example people use a seperate AC-DC barrel adapter or female USB that sits between the drive and the laptop.
This will prevent any issues.
