In the best case the chinese would be getting a black box verilog design which gets decoded and synthesized on the fly and don't actually having source code on their hands. All major digital design programs have the option to use you private key to encode the source code and then it gets decoded only when it is synthesized to the final circuit.
Same shit can be done with s/w, but there you have binaries which means the same thing for the source code.

China doesn't mind, they'll just make up for in quantity, megawatts are free there. Also China doesn't have vendors on the level of HPE/DellEMC, so their ecosystem needs work.

Not really, China's fabs aren't cutting edge like TSMC/GF and I already said they'll be using IP a generation or even older, those two together would roughly put China's licensed CPU around 40% less performant per chip than what AMD will sell in US.
You can make monster supercomputers with this, but not without making them way more enormous than EU/US/Japan ones.

They changed the laws to make such acquisitions harder but it's too late and not enough. China doesn't even hide what its goals are.
