"The best" is highly subjective, but it is definitely a good choice for beginners, yes.
It doesn't have the huge bulk of low level gotachas like C, but also doesn't abstract things and patterns away like Python. Also it's not as verbose as Java.

For a seasoned software dev it's not a great langauge, but for a beginner it's an amazing language.
