Here's what's happening. systemd uses Linux cgroups to isolate service/user processes.
Linux cgroups can have a negative interaction with large Intel Xeons, but a positive impact on AMD EPYC, depending on a number of variables. Try kernel command line cgroup_disable=cpu. See also github.com

I think systemd doesn't slow you down if you have an SSD. I installed void today and it's about the same boot/performance wise. This is in comparison to Debian stretch.

There are many non systemd distros. Some I have actually used.
Gentoo: it can be finicky and fussy about use flags and dependencies, but eventually you can get a fine stable system. Tip: once you do so, never ever update.
Slackware. If you don't mind the trainwreck that is pulseaudio, this is a fine distro. Bonus: can install while offline.
Linux From Scratch. Aww yeah. If you have the time, and know what you are doing, you can make a sweet system, your way.
