First recommendation is to carry as little as possible. "Tactical carry" is a positive feedback loop that traps a lot of people into weighing themselves down unnecessarily. Plus it's just a liability.
In the summer I limit myself to whatever fits into reasonable cargo shorts. By reasonable I mean not dressing like a 13 year old with shorts that wear like capris. Those pockets are more than adequate to carry wallet, keys, phone and a small 2.1A-rated wall charger. Don't bother with the power banks, I promise you'll find an outlet. Use your wallet and keyring to corral other items like a very small USB cable, slim thumb drive and earbuds. The jacket would be a windbreaker if I'm out for the evening and I prefer that empty. If you routinely wear more substantial jackets then consider sewing on a strap for easy carry like Acronym does with their products. If I do have to have my laptop then I'll be using a backpack (not messenger style, those aren't great for your shoulders/back) by Caselogic or something.

I travel a fair bit so I usually like to keep ontop of this shit.
I use a pretty standard backpack with a laptop slot that fits both my laptop and a mousepad. I try to keep cables to a minimum so I have a logitech wireless mouse and bluetooth headphones.
I keep a usb cable for my phone so I can use it for browsing the web when I'm on the go, I also have a 200GB microsd card in there so it doubles as an external HDD for transferring shit.
