Because economy of scale? what a stupid question. Its exponentially easier to recoup the costs of rolling out new infrastructure in areas where you have lots of customers.

If you build a tower and it costs $100, and you have 100 customers that will be using it, you only need $1 from each one to make that happen and not lose money.
Conversely, if you have the same tower that costs $100, but you now have it in an area with 10 people, how much does the company now need from each person?

With an up to 24-hour waiting period for it to be shut off, I might add.
