I have not found one. Google is becoming progressively more and more shit. This slipping has been going on for years. It used to be so good, getting the results you needed. Now you have to modify search terms for five minutes to get what you want. Or not get it at all after 30 minutes of searching.

Any non-personalized search will be useless until you narrow it. Google always knows that you are NEET in your mom's basement with a colored horse fetish, so it tweaks the results accordingly. StartPage, Qwant etc don't assume anything about you, so you need more keywords.

I tried DuckDuckGo but I really missed the automatic pop-up features that Google has.

Like if you type in an equation it shows you a calculator. Or if you type in directions, a map pops up. Type in "best action movies 2018" and you get a list of movies.

I honestly don’t care about that feature, but ddg searches have been consistently less relevant to me than google except in the most trivial of cases. Its a botnet, but its a very useful one.

Honestly it seems like I get better results from DDG than Google. Their Image search isn't as good, but it's not cucked like Google and you can still save pictures.

A combination of Searx and DDG. If Searx fails me (often when it comes to country specific search terms), DDG usually provides good results.
Qwant is also nice, but I don't like their default settings and you can't save custom settings for the search bar version, unless you got an account.

Five eyes is just the old name that's stuck. Snowden revealed there's actually 14 participating countries, including France. You basically have to be in Asia, Africa or South America to avoid them.
