i run a small tech company, should i get my interns to pay in order for them to get a place on my companys internship program and if they do well i ask them for 15-30k in exchange for a permanent job?

Being asked to pay your employer is so, so far outside of workplace norms that every candidate in his right mind would either assume that you are running a scam or that you're a weirdo dickhead who isn't worth getting involved with, much less working for.

I paid for my internship.
It wasn't an unreasonable amount but
1.I learned next to nothing during those 9 months
2.The employees really couldn't care less that I am there to learn shit and flat out ignore you

The best part is that because of the sunken cost fallacy your employees will actually be more loyal and committed to you than if you had paid them, so there's literally no downside to doing this!
