Open your case, detach fans from mobo, take a blow dryer, stick case out the window and blow all the dust out. Mobo and GPU can thoroughly cleaned with a dry painting brush

Fixed it. That hard drive is old and doesn't have anything useful on it that isn't also backed up on other drives so I guess I could get rid of it but I guess it doesn't hurt to just keep it until it fails.
