Even if you change it you'd still use the same base GPU just with more shit in it. GPUs don't significantly change over 2 years, they just get more/faster memory and shading units.

This is mostly true. Each generation the changes can be different. More shaders, more cores, a smaller manufacturing process, newer/faster memory are all techniques to extend the life of GPU architectures.

But AMD and Nvidia also create entirely new architectures, and that is when more game-changing performances increases can come into play, especially when combined with a smaller manufacturing process.

Fingers crossed that AMD will create an entirely new architecture that can compete with Nvidia on the high end soon. It seems unlikely, but they did that with CPU's and came out of pretty much no where with Ryzen and changed the game.

Navi was supposed to launch in 2018. It's now coming in Q4 2019/Q1 2020 and isn't projected to compete on the high end. 7nm Vega isn't competing with Geforce, or well, anything really. Their sales will be minimal across the market. They're going to try to shrink Polaris in the meantime for the non-professional space. Good luck with that lmao.
