I'm a university student. Because my uni has had some annoying security policies (You must install a "self-deleting malware scanner program" before you can connect to the network) that they don't apply to phones, I've just been connecting my loonix laptop to my phone's hotspot whenever I've needed to.
Recently, they relaxed this policy, and today I connected my laptop to the university network directly for the first time. When I tried to post on Jow Forums, I got pic related- on my laptop connected to the uni network. I can, however, post on my phone connected to the network.
I'm curious as to why this is. I would assume the uni network presents the same outward-facing IP address regardless of the specific device that's connected.

Check your outward facing IP on your phone vs your computer. Your university either uses a different gateway for wifi or your phone is actually connecting via cellular instead of wifi.

For example, if your internal range is 10.1.1.x and your external range is 1.2.3.x, you can have 10.1.1.55 map to 1.2.3.55, etc.

Technically yes, but in the cache on the site that holds the list of banned IPs has space for about 9000-10,000 entries, so eventually it will run out of room and overflow which will result in some IPs being dropped from the list and becoming unbanned. However, there's no telling when this could happen. Could be 5 years from now.

yes, but when using a vpn the packet goes to the VPNserver which forwards it to the destination with it's own ip in the headers.

If that CP ban was caused by a guy at your university who later got arrested, then he's clearly not going to be coming back and posting again any time soon so it would be pointless to still have this IP banned. Perhaps you can go on the IRC and explain what happened.
