I never understood the appeal of Mint compared to Ubuntu, but after experiencing the mess that is Ubuntu 18.04 and giving Mint a try again it's pretty comfy and snappy, although it looks a bit dated.

Mint Cinnamon isn't, because cinnamon is a GNOME skin. "Ubuntu" isn't worse, Ubuntu is a set of distributions. If you want to be exact then ok, Kubuntu and Xubuntu are better than Mint KDE/Xfce. Mint itself is shit as a BASE compared to Ubuntu.
So, no, it doesn't mean Mint is better.
