Games sell well enough on the switch to warrant adding FP16 support to the engines just to get some extra profit.
Of course PS4pro and XboneX also support it, but they're not as important as their regular cousins, specially when GPU performance is concerned.

Its 2080 vs 1080 user, not 2080 vs 1080ti.
Replacing your 1080ti with 2080 means that you would be paying an extra $200 for the ray tracing tax and still ended up with a similar performing gpu.
