Hackers have the same knowledge as other tech people. The difference is how they apply it. A web developer learns react, nodejs etc and uses this knowledge to build a website, social network etc. A hacker knows has the same knowledge, but uses it to break into websites etc. A hacker can be specialized in almost anything.
