What perks has Linux Mint that other distros don't have?
And why it is so high in the DistroWatch page rankings?

you shouldn't, keep using Ubuntu. If you don't care about newest shit and you PC/laptop/etc is not too recent, you can try Debian Stable

Just install Debian with Cinnamon.

preinstalled packages can be removed/appended with others, DEs WMs can be changed so what is the actual difference under the bonnet

Worked better than Ubuntu in my expereince.

eh, mint repos are a bit outdated, but Cinnamon is among the best DEs. My (second) personal favorite. Most distros are stable these days, so you can play around with them and get Cinnamon on top. Also some other distros have Cinnamn spins (Manjaro for instance).

both software and hardware companies over the last decade or so have collectively worked to make sure whatever computer you use can be monitored remotely in one way or another. That battle is lost fren.
