Turns out, people like to download more than upload, so even though you're sharing a 1.2gbps upload connection with multiple people, the upload speed is almost always faster than the download speed due to how people use the internet, far more download occurs than upload.

Currently pay $46 per month for 10/1 plan. That's with fees/tax included. Sad part is that the City Owned ISP is only game around. Even sadder part is that the same city also has it's own Cable Provider as well. Guess who has the monopoly on that business. Really sucky bit is that the ISP does offer higher plans up to a max of 100/10 but you'd pay $90 for it. Oh and they got bandwidth issues as well so good luck seeing 100 meg all the time.
