In all possible orders. It's not just 14 factorial. a set that contains every possible combination doesn't nessicarily have to be that long as some sets can overlap.
All sets of 3 would be
1,2,3
2,3,1
3,1,2
But a set containing all combinations would be
1,2,3,1,2
