Steam engines are very efficient once they get moving, but most cars do a lot of starting and stopping. Nuclear power plants use what is essentially a slow burning nuke to heat water into steam and are very clean and efficient. A nuclear/steam car would be great if there was any guarantee I wouldn't melt my sperm by driving it. We're already moving back towards steam machines insofar as we're moving more towards greater reliance on nuclear power. Hopefully they stop ignoring the out of control population growth and start investing in nuclear powered mass transit.

solar panels need maintenance, factories, batteries, there's a ton of things wrong with the implementation of your idea. it's not false, it's just really really slow going.
