If you want to go for something cheap buy a ThinkPad x220, shouldn't cost you more than 100-200$. It should be fast enough, and also using a docking station she can easily use it as a desktop as well.

Unless she needs a very specific software that's unavailable in Linux I'd highly recommend you to install mint or something like that.
I've had huge success doing it to older family members who aren't very tech savvy. They literally can't fuck it up, it's faster and does everything they need and doesn't require me to waste my time every few months formatting the computer.
