9900K is going to be a disappointment. Its potential is going to be fucked by ring-bus topology and dual-channel DDR4. It'll throttle like hell unless you got high-end and exotic cooling. It will get BTFO by Skylake-X HCCs and Threadripper at workloads where threads matter.
8700K and its "9 series equivalent" will end-up being a better buy anyway.

Outside of database workloads using extremely small databases EPYC outperforms Intel's server offerings, and offers more memory capacity, and offers more IO, and is more power efficient, and costs less. The only scenario where it might make sense to buy Intel is if your software is licensed per core, and even then it will still depend on the workload.
Threadripper outperforms Intel HEDT core for core in worklaods that matter for HEDT users. Media encoding, content creation, number crunching, compiling software, and basically anything that is multi-threaded. It even outperforms the 7980XE in some workloads, which costs over twice as much and has two more cores.
Ryzen second gen gaming performance is very close to Coffee Lake. The difference at 1080p and above is usually 10fps or less.
