AOSP is free and open source. Anyone can go download it and inspect its' source code whenever they want.

The problem is that AOSP is very bare bones. A lot of the useful functionality has to be provided by separate packages, of which Google's kit of applications is the de facto only choice, and many of Google's marketing strategies during Android's life cycle has made alternative choices difficult or outright impossible for other device makers to make, and I guess this new fee is intended to change that somehow (or at least appease EU courts).

But I don't see how anything will change. Customers will still want Google Play, so the majority of device makers will just have to fork over more money to Google for devices sold in the EU, which I believe wasn't the point of the EU's antitrust lawsuits.

If you want to make your own Android fork and ship that then go right ahead but you can't use the Google Play Store. As I understand it, that's what this is about. Google started doing this "unverified device" thing if you side-load the Play Store or include it in a "unapproved" device a while back.

So basically, if you want the Play Store to work on your phone you have to submit to all kinds of demands to be "verified". This is what the fascist union fined them for because that's a kind of abuse of power that ain't legal in the EU. Nobody has to bundle everything, but if you want to bundle the Pray Store you have to include lots of other stuff too.

AOSP is useless for the average people, it´s designed for extreme nerds if the likes deal with 9 interfaces and the fact AOSP need specific drivers for specific hardware, by example a camera drivers for take photos.

Again, Fire is not Android. In fact, manufacturers that make Android devices were contractually forbidden to make Fire devices or any other Android fork. Europe now forbids this.

The problem wasn't that Google included chrome on their version of android (for the pixel and nexus). The problem was that they were forcing its inclusion for every manufacturer, and at the same time preventing manufacturers from doing alternate android-fork devices if they wanted to have the play store.
Now, Google can still include chrome by default on their pixel, but they can no longer force it on Samsung's or huawei's phone, and they can no longer prevent Samsung, Huawei, etc from doing a phone with an android fork in addition to their main one.

The same issue applies to every version of android, play services or no. Firmware needs to be licensed from the hw vendors by device makers and can't be supplied standalone. That only seemingly affects AOSP the hardest because sw-only android distros don't have access to these firmwares.
