get an H bridge or motor controller, a heart rate sensor, and a vibrator. Wire motor controller to vibrator, and attach heart rate sensor to person along with vibrator. Now you can control a heart rate sensing vibrator over the internet! Or you can run an algorithm that attempts to maximize heart rate, to do you know what. At least that's what r*ddit does with their pi's.
