Lithium Ion batteries are designed to expand like that to expel energy so they don't have a runaway thermal event, if it's punctured it can short the cells and cause it to happen immediately, like in the OP video. If the battery is flat (the Apple safety margin is 20% battery level), there's no energy so nothing will happen in terms of thermal event, but there's still a chance of a chemical leak so best to take it into your local Apple Store or electronics recycler.
