Plug the installer into a USB 2 port, not a USB 3 port, then it will work.

This is a USB issue, unplug all other USB devices other than keyboard and mouse, i got this because of a connected headset or bluetooth dongle.

I have to unplug all my hard drives except for the one I'm installing windows on to get the installer to work

you have USB 3.0 port and windows 7 installation missing USB 3.0 drivers

if you have DVD burn the windows ISO on it and install it

if you don't there are tutorials online how to add USB 3.0 drivers to windows ISO
there is even a way to install windows from the hard drive itself
