I admit that I don't use ffmpeg to encode pictures in a video format. If I want to convert an image to webp I use cwebp.
But I'm still curious. How do you effectively adjust the quality? Up to 1MB it's straight forward, but then there's this weird jump in output size.

webp can also do lossless compression

Like the other user already mentioned, webp offers lossless compression which outperforms PNG in most cases (and also BPG lossless I believe). And compared to FLIF it comes with moderate support and a pretty mature encoder.
