I guess technically the notch area is addressable by the GPU and programs, the display panel controller is the one which drops data which would be sent to the "missing" pixels.

As we speak, Apple is working with Samsung for the iPhone 11. Their patent for in display TouchID is nothing something to simply forget. The only reason we have the notch is because of the technology not being ready, by the time that they implemented it.
