I got an Alcatel Ideal like this for $20 locked to AT&T. It isn't much but 1 GB RAM, 4 GB usable storage (+MicroSD slot), 4G LTE and Marshmallow with security updates is pretty amazing for 20 burgerbucks.

You can walk into walmart and buy a $20 phone right now, $50 if you want something more fancy.
