Usually it's on sale for $370-$385. Same for the Pulse.
Sub-$400 is a pretty good price for them.

RAM speed will mostly only matter if you game on it.
If you don't game, then some 2666 CL15, 2800 CL16, or equivalent would be fine.
If you game, I'd get 2x4 Samsung E-die or 4x8 Samsung B-die depending on if you need 16Gb or 32Gb.

RX580 is still often better in many DX11 games. Especially newer ones.
Your examples are all a huge stretch. Literally only reason to get the 1060 is the budget CUDA and Cemu.

Nvidia cards especially the 1060 perform massively better in nearly all popular dx11 titles from pubg to fortnite to gta 5 to other demanding games on steamcharts current top 10 lists like monster Hunter world or rust. There is absolutely no reason why anyone shouldn't go with a 1060 if the 580 isn't at least $50+ cheaper. At least the majority of steam gamers knows the 1060 is superior thankfully.
