Depends how easy it is to access and how many people are already posting. Humans are lazy and will gravitate towards the easiest social media with the largest userbase.

but don't forget that image boards only really work if a big enough number of people actively use it.
this is even more the case for a decentralized board.

Yes. I've spent while thinking about decentralized forums. and I'm not aware of any insurmountable issues. Honestly, the largest issue is that the benefits are rather small, and the need to run a specific program rather than just visiting a website will mean it won't attract many users.
There's no central server which hosts all the content and sends it to clients. Instead, clients directly communicate with each other. Like Bittorrent.
