I'd like to say that they should make it so that any software needed to run your website has to be on servers you own and physically possess, but that would probably just end up completely destroying any websites other than the current top 100. I guess they could say that hosts have no liability and are obliged to ignore all the content of sites they host, but that would require rolling back a ton of law including that recent one that makes websites liable for human trafficking (and technically anything else illegal) that happens because of them.
