That's not BS, some trackers let you report a different IP. Some trackers also straight up give fake IPs randomly to make it harder to figure out who's doing real torrenting.

Sure, but this was way back in the day, when the people trying to find pirates weren't even bothering to connect to them to see if they would actually cough up data if requested - as a result, they'd send copyright notices to networked printers and the like.
