I'm assuming you're talking about the "@3.50GHz" part. That's part of the actual CPU name. It's not displaying a CPU speed on that screen.

It measures the actual RAM speed.
Look in your windows system properties, you'll see both the CPU name (including the stock speed because intel puts that there) as well as the actual speed (which is likely wrong due to turbo boost and such).
