One with infinite CPU power, GPU power, memory, storage, was literally completely silent, ran at a 0 degree delta with the room temperature, and actually generated infinite power instead of consuming it.

My next pc is gonna be a passively cooled 2200g in a minibox m350 with pico psu. That's my dream pc right now

Phase cooled liquid cooling for everything. Component lotteri until you get the one that will oc the highest.

For me, something in a case like the cerberus, that can run both linux and windows (virtualised) with a dedicated cpu and gpu for each.

The one I have now (6600k, 1080), but downsized from Node 804 to Node 304 or Core 500.

If I had an unlimited budget but had to spend it on things that existed, I'd get AMD's semicustom division to write up FORTH/Zen microcode instead of X86/Zen. 4 Zen 2 chiplets, 128MB L4 SRAM chiplet, 8GB HBM3 L5, DDR5 ECC memory controller, 8 channels, 16 256GB DIMMs printed on the best node available. NAVI/GCN Next on the best node, 64GB ECC HBM3. Every chiplet involved would be the highest bins after 1 full year of production on each part. I'd hire a surgical team of developers to write an L4 implementation using seL4's spec in FORTH, along with an OpenFirmware-type UEFI/BIOS. This would be in a suckless tradition, with a minimalist user land close to Project Oberon, with some dwm-style window management. HAMMER2-esque filesystem with custom Optane form factors to fit 128 terabytes or more. MRAM accelerated and battery backed.
The chiplets would be air cooled with a custom all-copper cooler from noctua, with as much surface area as needed to cool with as many fans as needed to stay below 10db under maximum thermal load. A custom CNC milled SFF case with an integrated custom PSU (binned and engineered to avoid any and all coil whine).
A custom printed mLED monitor with massive pixel density and size, color calibrated to REC2020, with the absolute highest refresh rate and lowest response time possible (256hz).

I would actually probably hire Respawn and DE to make full implementations of Titanfall/Titanfall 2 and Warframe, since those are games I actually enjoy.

I mean, good choice on the cooler, but shouldn't you aim a bit higher than that? If you had an unlimited budget you could purchase IP and employ people to custom design the things you want. Even high-end datacenters use custom chassis and cooling solutions.

The case is actually pretty large, it's the biggest silent case that I'm aware of and that chimney feature is pretty neat.
RTX cards actually use NVLink which is better than SLI.

Too lazy for that but one thing I would like to see different in the case is a 200mm fan in the front.

I can't find much info about pic related cooling/noise performance but it seems like a really good solution other than the water stuff.

Perfection already exists I want a maxed out compulab airtop 2 (passive no fans) with a huge NAS hooked to a 4k laser projector and my hifi with DSD digital crossovers.
