No. Those "ad blockers" are broken by design.

You can't always do that. Even if you point the DNS on a per device basis the gateway ISP device can still overwrite the rules set on the individual device(s). Look it up.

ISP combo units block port 53 traffic that isn't their own DNS server. This is super common
