Looking at getting a 144hz 1440p for a 1080ti. I think I have my choices in monitors down, aside from one thing - how important is Freesync/GSync really? I've been running with VSync off for so long I just can't imagine it being all that important or worth the steep premium in Nvidias case, but maybe it's different when seen in person? Also, from what I've read syncing doesn't work at all when using backlight strobing, at least with the Geforce-variant, is that true? And if so, why would one ever choose motion blur over tearing?

2400G will be a lot cheaper. It is a CPU with a capable iGPU. Perfectly fine for editing photos with and can still do some light gaming.
GPU is at around high settings. But 4 threads is generally going to hold back a consistent 60fps minimum, depending on what you're playing.

All good my dude. For what you're doing the 8600k would be a colossal waste, and even if you went the 8600k, you wouldn't need to spend $70 to cool it. There was a stage where the 8400 i5 could've made sense, but all the i5s they've become pretty well overpriced in the last 2-3 months for what they are. Should leave a fair bit of headway in your budget to upgrade the RX580 to something like a 1070ti (not really necessary in your case I don't think unless you're going to 1440p monitor) or upgrade the 2600 to a 2600X.

I jumped the gun and bought a 500GB SSD for my new build when it was on sale. A day later I realized I probably should have gone with a bigger one. Is 500gb enough if I have a regular HDD around for storage?

500gb should be fine with a storage HDD. just keep your OS on the SSD along with a rotation of what ever programs and game/games you're regularly using at a given time.

What are some significant differences to keep in mind when it comes to Ryzen 7 1800X -vs- 2600X or 2700 (not X)? This will be my very first build and I do enjoy gaming however, I am more likely to find myself to play old strategy games or emulators than say MMOs I might once in a while desire to play say an Assassin's Creed at some point or one of the Arkham games. I won't be getting any of the new rtx cards.

2400G will run 4x 4k@60 monitors, assuming the board has the proper display outputs. There is really no need for a 2600 and RX580 for your needs, as far as I'm aware? Unless you do want to do gaming. In which case the RX580 is only going to play old games at 4k, or stuff on really low settings.
It's that, or you set the monitor to say 120hz and lock games which can't run at 120fps constantly to 60fps capped. Otherwise you get microstutters. 90fps on a 120hz display is going to repeat one frame twice in a row, then the next frame once, and repeat that. That sort of pacing is going to be horribly unsmooth and look bad. That's why variable refresh exists.

Even though your CPU will bottleneck it, I'd get an RX580 just due to how ridiculously cheap they are at the moment. You'd want to upgrade CPU to match it at some point, though.
You could get Vega64 and a better IPS/VA monitor instead of TN for the same price. But other than that, it's a good build.
