Firstly, you're assuming that the kind of intelligence quantifiers ("IQ") are an accurate representation of cognitive ability. This is a point of contention in cognitive science. What I mean by this is that if you artificially sever a large portion of the gene pool, it is intuitive to think of this like artificially severing some species in an ecosystem. If one part of a biological ecosystem dies, there can be terrible consequences for all of the other individuals in the ecosystem

Also, because human beings are inherently biological creatures, and most animals are pretty dumb, it's not the case that even if we could artificially select out large parts of the gene pool that this would be a good idea. Intelligence often leads to unhappiness. Furthermore, the kinds of "mud hut" societies you're describing are often the ones that still on a psychological level are the most fulfilling for human beings who are at heart still guerillas.
