Most of the OS side software handling this is proprietary and vendors ain't gonna start porting it to Linux If you ask nice. Some companies are better than others though. Intel's drivers have pretty comparable drivers on Linux. Nvidia on the other hand will duck you up. This and Linux kernel and software developers put handling these more specific hardware kinks to a lower priority when compared to keeping up with more mainline, standard hardware.

It is, CPU is at 800 MHz at no load.

Also, check if your laptop is supported by Ubuntu. If it's not you might have to install additional programs to make it work well or install another Linux desktop distribution that does.

On my old Core 2 Duo laptop Lubuntu does not detect the temperature correctly - it shows exactly 20 degrees higher that the real temperature is. Maybe this is your problem too. AFAIK it's a kernel problem.
