There's a big difference. If my browser history is in some government database, then it's just one in a million, they have no reason to do anything with it. It's just boring, generic nerd history with some porn and gore or whatever. If some random person got my history, they could do pretty much anything they wanted with it, without concequences. Share it online, for example. The government has literally no reason to share some random dude's browser history and it's not like an employee can just fuck with your data for a laugh.

Everyone, even the best of people, doesn't give out all the information they have about themselves to everyone at once. They give it out when asked. The issue is that now, everyone who thinks they can influence your behavior wants all the information you have at once and if you just let them probe your stuff, all future interactions with you will be different from how they would be if you only gave them what they asked for.
