>Finally fall for the 16 GiB RAM meme (up from 8 GiB) >Windows is still using up the same exact percentage of RAM for the same workload (light browsing with 2 tabs of chrome)
Why did total RAM use double after the upgrade? Or is it simply because of how Chrome reserves memory space?
>buy 2x8GB of 3000Mhz sticks >they run at 1066 and hog 20% with clean W7 install and 10 tabs of FF either I have to do something in BIOS or the universe just profoundly hates me
Maybe W7, being deprecated, doesn't support your fancy RAM speed. Or maybe it's your mobo.

your motherboard and cpu are factors in your max supported ram frequency for instance, i am using am otherboard that supports over 2000mhz and running 2100mhz ram, but my memory runs at 1333mhz because my cpu doesnt support speeds that high

8600k/Z390 Pro4 I did a bit of snooping and saw threads saying that this combo should be able to pull off 4000Mhz, let alone 3000

Google superfetch. Turn it off of if it bothers you
