I have a little sister that is obsessed with anime. I can't fully block her access anime in the internet because she is still able to access anime trough her phone because I can't block youtube app. Worse than that, I share a 50Mbit connection with her via wi-fi and I've been experiencing really low speed because of her non-stop streaming and torrenting. When I checked her shared files, there were literally gigabytes and gigabytes of these cartoons. I know anime is for girls and she likes to watch it, but enough is enough. She's even failing school so help me guys, please. Are there any methods to disable torrent, close ports and other stuff?

There are a few ways to approach this. The hosts file trick you did works, but only for her computer. Doesn't work on the phone, obviously.
If you have something like OpenWRT, you should be able to throttle individual device's speeds over wireless. If not, you can use your router's settings to block youtube or any other site and limit it to her phone and computer.
I deal with this kind of shit at work. We use PfSense, though, so I can go full autist with the throttling, blocking, etc.
Buy a firewall and use a HTTPS proxy block for *anime*

Okay OP I will try to give you a solution to this, first you want to figure out why she is closing herself off from others and choosing to indulge in fantasy in place of facing her problems. Second off all try to get her into something new and interesting. From what I have read her parents seem to be doing nothing. Don't let her go in too deep especially if she has exhibit traits of becoming a full on weeaboo. Op I'm in the exact same situation. I tried fixing it years ago because I couldnt help but think it was my fault for introducing a few things like gundam and cowboy bepop, and then she branched onto fairy tale and the endless hoard of moeshit. My sister is also failing high school, not hanging out with friends, gaining weight, going "lol irl people suck internet friends are best friends" she walks around the house always talking to her friends on discord, she will say something occasionally to my parents or I, and then proceed to say nonsense and we realize its just her talking to her friends on discord.
I have gigabit up/down so I dont worry about any bandwidth but even if I blocked it its too fucking late. Walking into her room now, its just trash all over the floor, 8 anime posters of fairy tale/my hero academia/attack on titan/assassination classroom/steins gate/stuff I dont know. My parents tried grounding her for failing classes but she lies alot and usually finds her electronics 2am in the morning to use them again and talk to her discord friends.
Ive already discovered her "omg you discord friends have saved me from suicide for your nice comments from my attentionshit" phase I dont know what to do except hope she develops any sense of self awareness somewhere down the road and gets her shit together.
