I think it's just to test the waters and see where it goes. Samsung usually tests out new hardware features on their mid-range phones and then they move them over to their flagships if they catch on, if anything the hole will likely not be around for very long unless Samsung attempts to hide the camera under an OLED panel.

All phones from the past few years have the option to pull the bar down with a swipe down gesture from anywhere on the screen. I believe even Nova launcher has that option so any phone could theoretically enable it. If you aren't bothered by the lack of a headphone jack and that your privacy will still be violated (but not by Google), go for it. Just avoid the XR.
