I originally used the motherboard one instead of the graphics card ports for like a month when I first built it. Its a Intel Core i5-4460 LGA 1150 CPU. Should that be fine?
I'm guessing either your cpu or gpu doesn't support cmos. Try running the usb with legacy boot.

I did use the low profile bracket, that's why I didn't cut the right side of the case. The gpu still wouldn't fit, it was the neighborhood of 3mm or so; that's why I cut open the top of the case.

I just installed a new graphics card in my PC for testing purposes. This card will ultimately go into a new build but I just wanted to test it out before I get the other one up and running. It’s a cheap ASRock RX560. When I booted up the system, everything looked fine until the resolution changed when my desktop loaded. My entire system locked up, mouse cursor and everything as soon as that change happened. This computer only has a 300w power supply that came with the case. Could the GPU have exceeded the power supply’s capabilities and locked up the system? Or did I do something else wrong?

Of course not, intel has a higher IPC and none of those CCX latency issues. But buying consumer grade 14nm skylake near the end of its cycle? Only people who don't have budget issues would buy into z370/z390.
Buying into AM4 allows an upgrade path through 2020, and is simply the cheaper alternative.
