You're better off benchmarking this by launching applications that load a lot of files or a heavy game (MMOs work great for this)

I'm losing my shit over this PC build that isn't giving expected performance:
>8700k (w/ Noctua D-15)
>1080ti Strix
>Maximus X Formula mobo
>16gb ram
>Win 7 (no updates installed yet)
>EVGA P2 850w

Runs games really slow and with constant stuttering. Red Orchestra 2 has an almost stable 60fps with dips in dense areas. CS:S and TF2 run really laggy like 20fps even on lowest graphics which my toaster runs faster with. No overclocking (besides XMP RAM) is used. "Monitor" is a Sony TV for now. (Yes, HDMI is in the GPU)

Another weird thing is that when the PC gets turned on, it loses power for 5-10 seconds then restarts/resumes booting back on again. But if I turn off the ASUS lighting on the 1080ti, then it turns on normally without interruptions.

Also related, the 1080ti has an ORANGE glowing led before logging in to user, while my brother's 1070ti glows RED before logging in (Win10). So far my brother's 2700X + 1070ti + X470-F PC runs ANYTHING smoother and exceptionally well.

Any idea what would be the problem here? NOTE: that I am running basic Win7 64-bit, and I haven't updated to SP1. (or any Windows update for that matter)
GPU, CPU, and PSU all seem to be the culprits here but I'm absolutely bewildered and upset about this...

Windows 7 doesn't support this CPU or chipset officially.

So install Windows 10 on a spare disk or partition and do your tests there.
If you get the same results then you can blame the hardware.

With adaptive-vsync they're pretty much the same thing. Framerate limiting is the key word.

I'm not a monitor snob or connoisseur but I really like it given the features it has. I don't notice va panel ghosting in games and the built-in speakers are actually decent. Huge colour quality difference coming from my 8yr old 1080p 60hz tn monitor. I run a rx580 8gb with it.

My CPU temps at idle are at 22C. My room is 24C right now. I heard that if your CPU temps drop below room ambient temps then you will damage your CPU/Motherboard from condensation. Is this true that I'm killing my PC this way?

It's impossible for your CPU to be below room temperature. One of your readings just gives wrong data.
A normal cooling setup, be it fan or water cooling, will not cool the CPU but move the heat away.

Unless you actively cool your CPU (dry ice, liquid nitrogen, duct tape an AC on top of it) you will not have this issue.

I assembled my first PC almost 12 years ago now. I still have the original power supply, some kind of 1000w Thermaltake unit.

Should I replace that power supply? I've only done some light overclocking of the CPU for a period of 5 months and then put the computer in storage. I haven't used the computer in more than 2 years, except to make sure it still boots.

I might actually buy the RTX Titan, fixes the only fault I have with my Titan V (the rather small amount of memory).
