Quantum computers utilize superposition to make qubits and quantum gates. Basically it allows to check all outcomes simultaneously and measuring the system collapses the superposition and gives you the answer. Adding more cubits allows modelling bigger systems and performance scaling is exponential so around 60 qubits will allow modelling bigger systems than all current supercomputers can. D-wave computers work on a different principle called quantum annealing, which is not a general quantum computing and their huge numbers of qubits don't mean anything.

It won't become widespread for a long time though even if it's made working at room temperature, there's simply too little algorithms that can be performed on quantum CPUs. They could accelerate neural networks immensely though, so if AI stops being a meme that might change things.

AI will be a thing before the end of this century. You need around 10 exaflops to simulate a human brain.

This. Although there's a fundamental misunderstanding about what the government is capable of, mostly stemming from secret aerospace research done during the cold war. The US government or any other large government does not have any technology that is beyond academic research. What they have is scale and the ability to pour nation-state level resources into a project. If it's theoretically possible to build 9001petabyte arrays to log internet traffic, then the government can do this. But they don't have quantum computers that can decrypt AES-256. What they do have is massive supercomputers that can decrypt a few RSA-1024 bit keys a year.

RSA or other asymmetric techniques maybe, but that's why it's a key exchange protocol and not the primary symmetric shared secret. Apply perfect forward secrecy and key rotation schedules and no one is ever getting into your shit outside the scenario where we are living in a simulation, and the reality hypervisor can just suck the private key out of whichever HSM it resides within. Using 500 GHz CPU to crack encryption is about as hopeless as using a 5 GHz one. Quantum computers are pretty irrelevant too, they are exceptionally good at cracking RSA, but not so good at cracking symmetric encryption like AES and such that you would use to encrypt your files. That is because the best quantum computer algorithm for brute-forcing passwords is Grover's algorithm which runs in O(sqrt(N)) time, i.e. it effectively halves the key size. The solution is therefore trivial, just double the key size, but it isn't even needed because AES-256 is overkill enough to be able protect your files from quantum computers.
