No. Just no. There is no "quantum" anything, this isn't poorly understood near magic effects of some mythical theoretical particle. This is simply electrons being so small they can move through any material at the path of least resistance, because nothing can exert 100% perfect electrical control over them. It is current leakage. It is nothing but current leakage. It is current leakage in short channel devices, and it happens at literally every feature size, it is not exclusive to small FinFET devices like upcoming 5nm EUV FinFETs. Assuming about 20% is spent on administrative expenses (a lightweight number) that's a bit less than $200m a year.

Since these are people with PhDs they're earning probably like $200k - with healthcare, pension funding etc pushing the cost closer to $250k a pop.

4 of them cost $1m a year.
40 of them cost $10m a year.
400 of them cost $100m a year.
That's half the total budget gone on 400 people working on quantum computing as a nation-wide "push".

It's not insignificant but the number of people might even be generous here, they're spending on other things too, not just researcher salaries.

400 people is a huge amount, if they're all working on a specific project. The LHC had something like a bit over 1k "scientists" working on it if I'm remembering right, I doubt that count only included PhDs worth $200k+, and it's hailed as the most expensive science project in history by a wide margin (granted the tunnel probably cost a pretty penny too).
