If they don't keep logs they exploit a legal loophole in order to do so so nothing illegal is taking place. With that said, all providers co-operate with law enforcement in heinous cases involving child pornography and other despicable material in every way they can.

Besides, it still comes down to how tighly your own ISP and/or government is scanning and storing data. Even if you connect using a VPN your footprints can still be logged by your ISP for example.
