I'm a professional coder working on Windows for in excess of 20 years. I've never looked at GitHub, ever, and judging by the responses in this thread never will.

No it isn't.

Cloning (in the git sense) means making a copy of the repository.
Usually you clone a git repository to your local computer so you can use it or work on it.
It doesn't mean you put it under your own name.
