I see this is almost two years old. I remember talk about Microsoft fixing telemetry settings so that turning them off actually worked or somesuch. Was that before or after this; are these concerns still relevant.

If you're asking if it still sends telemetry data, then obviously not.

Enterprises are the only people who pay for Windows and the majority of Office, VS, and other software, and on a large scale
If they're breaking their agreements with enterprises they would lose all their customers to Apple and be slammed with lawsuits because those enterprises also have a responsibility to keep customer data private at risk of lawsuits
