It's not powerful enough to run as a work station. It's barely powerful enough to run a media server. A proper NUC would do the trick though.

I use one with an x5 Atom as a webserver. A lot more powerful than a Pi or similar, great power consumption, would recommend.
If you plan to run Windows on it though, I wouldn't get it. Windows runs but... bleh.

I got the newest i5 NUC for 350 bucks with 8gb ram and 240gb m.2 and it's pretty good. The i5 8259u is basicly a little better than the desktop i3 quad cores like 8100 and combined with the integrated GPU it's enough to emulate everything up to the PS2, Wii and GC. Not to mention it has 4 USB 3 and 1 thunderbolt usb c port. and it's basicly as small as an external 2.5 inch HDD.

Either external HDDs have gotten a lot bigger recently, or NUCs have gotten a lot smaller.
My gf's one is about eight times the size of a 2.5" HDD.
